Established in 1988, HKI plays a vital role in coordinating, advocating, and supporting the development of industrial infrastructure across Indonesia.

We bring together public and private sector stakeholders to strengthen industrial competitiveness, improve regulatory coordination, and drive sustainable economic growth.

HKI Through the Years

1988 - 1999

Foundation & Private Sector Opening

1988 (June 20): The Birth of HKI

Formal establishment of HKI at Sahid Jaya Hotel, Jakarta, initiated by Halim Shahab to coordinate sporadic industrial development.

Presidential Decree No. 53/1989 is issued, officially opening the industrial estate sector to private developers.

HKI successfully proposed the Bonded Zone status and simplified building permits (IMB), setting the stage for Indonesia’s manufacturing boom.

2000 – 2010

Reform & Institutional Growth

Regulatory Adaptation

During the Reform era, HKI focused on Regional Autonomy, ensuring licensing remained streamlined across different provinces.

In 2004, Industrial Estates were officially designated as National Vital Objects, granting them specialized security and investment protection.

The issuance of PP No. 24/2009 mandated that all new industrial activities must be located within designated industrial estates, a major win for HKI members.

2011–2019

Legislative Strengthening & Expansion

Law No. 3 of 2014

HKI played a key role in the enactment of the Industry Law, which legally reinforced the requirement for factories to operate within industrial zones.

HKI accelerated the development of SEZs and Technical Guidelines (PP No. 142/2015) to attract high-value foreign direct investment.

Early implementation of Integrated Services (PTSP) to reduce bureaucratic hurdles for investors.

2020 – Present

Digital Transformation & Sustainability

Omnibus Law & OSS

HKI led the transition to the Online Single Submission (OSS) system under the Job Creation Law, simplifying environmental and business licensing.

Digitalization: Signed MoUs with Indosat and ICT providers to transform estates into “Smart Industrial Zones.

Global Standards: Partnered with Sucofindo and TUV Nord for international certification and Bank DKI for integrated financial services.

Established the HKI Golf Club (2022) to strengthen relationships between industry leaders and stakeholders.
